The short answer is: Yes. Your pity counter and pulls from one limited banner will transfer to the next.

While the hard pity is 80 pulls, a soft pity mechanic begins around 58 pulls. After 58 pulls without an SSR unit, your chances of obtaining one gradually increase until you reach hard pity at 80 pulls.
