Starting "The Lost Shipment":
Locate Brannof Hall's Dining Room, accessible from Brannof Boulevard near the Town Square. Speak with Cohen; he'll reveal the missing weapons and provide two leads. Crucially, speak to him a second time to receive both clues before proceeding.
Completing "The Lost Shipment":
Investigate both leads. Remove any Town Guard gear to avoid suspicion.
1. Captain Shirker:
Find Captain Shirker aboard The Vincible (southeast area of town).
After a meal at The Delectable Dab with the Captain, he'll mention a man in a blue waistcoat. Locate this man in the Town Square.
He'll point you towards "The Illusion," a weapons dealer. To retrieve the weapons, you must impersonate "Sam," requiring a monobrow. Visit the hairdresser on Old Street West (8 Silver and 280 Copper).
2. The Hooked Hand:
Speak with patrons at The Hooked Hand (near Eel Street).
You'll be directed to the Frequently Fresh Fish Stall (past Eel Street Bridge).
The Fishmonger requires a Fetid Flounder (Fishing Skill Level 25). Catch the fish, write a note (using Quill, Ink, and Paper from Lord Brannof's desk), hide it inside, and give it to the Fishmonger. Hide nearby to observe who purchases it.
Follow the Furtive Stranger:
Follow the buyer to Monab Row, remove your guard attire to reveal your monobrow, identify yourself as "Sam," defeat the Level 30 thief, and retrieve the Plumbatae. Return the weapons to Brannof Hall to complete the quest.
