First, complete the "Where Winds Return to Celestial Realms" quest. This exploration quest, situated in the Shores of Last Breath, is combat-focused and may require some time to complete. Completing this quest is crucial; the boss arena remains inaccessible until its completion.
Second, discover all Dream Patrols in the Shores of Last Breath. Completion isn't necessary; simply locating them on your map suffices. Upon discovering all patrols, a message will confirm Nightmare Tempest Mephis' appearance, allowing you to engage the boss at the location shown above.
