Atlus producer Kazushi Wada reiterates the unlikelihood of Persona 3 Portable's female protagonist (FeMC), Kotone Shiomi/Minako Arisato, appearing in Persona 3 Reload. The decision, explained in a recent PC Gamer interview, stems from significant development costs and time constraints.
While initially considered, even as potential post-launch DLC alongside Episode Aigis - The Answer, including the FeMC proved unfeasible. Wada stated that the development time and costs were simply unmanageable within the project's timeframe and budget. This echoes previous statements to Famitsu, emphasizing the considerable challenges and expense involved, far exceeding that of the Aigis DLC.
The absence of the popular FeMC from the February 2024 released Persona 3 Reload remake has disappointed many fans. Despite their hopes for her inclusion, either at launch or as DLC, Wada's latest comments make a future appearance highly improbable. The extensive work required to integrate her into the game would be far too demanding.
In short, while fans may have hoped for the FeMC's return, the reality of development limitations makes her presence in Persona 3 Reload extremely unlikely.
